Shitara Kyoichi, a mysterious fixer who resolves issues beyond the reach of law and police, has just finished serving his prison sentence. When a car carrying the prime minister crashes off a cliff, the driver is suspected of drunk driving, and a secret scandal involving a new drug approval comes to light. As the prime minister's secretary struggles with the aftermath, Kyoichi, the fixer, reappears. Having covered up the PM's past misconduct and spoken to him just before the crash, Kyoichi becomes embroiled in the question of whether it was an accident or a political setup. With the prime minister in a coma and forced to resign, Kyoichi steps in as a kingmaker, influencing the upcoming election for a new leader.
