Seo Kong Myong is a strict, by-the-book elite civil servant known for his efficiency, good looks, and unapproachable demeanor, earning him the nickname “Great Lucifer.” His rigid attitude and tendency to criticize others leave him with more enemies than friends. Goo Se Ra, a quick-witted, lower-class woman with little money or education, has a knack for speaking up and stirring trouble, earning her the title “Queen of Civil Complaints.” After bouncing between unstable jobs, she sees the District People's Council, with its high pay and light workload, as her big chance. When Seo Kong Myong is demoted and Goo Se Ra becomes a council member, the two form an unlikely team to take down corrupt politicians, sparking plenty of fireworks along the way.
